Co-founded by the World Meteorological Organisation (WMO), UN Development Programme (UNDP) and UN Environment (UNEP) in 2021, the Systematic Observations Financing Facility (SOFF) is a financing mechanism that supports countries to close the basic weather and climate observations data gap. SOFF works with countries with the most severe shortfalls in observations, prioritising Least Developed Countries and Small Island Developing States. By providing long-term investment and technical assistance - and promoting a peer-to-peer approach - SOFF plays a key role in improving early warning capabilities: better observations lead to better forecasts, which in turn lead to better decisions and disaster preparedness for communities most affected by climate risks.
