Drought-proofing Tianjin: Scientists map how much groundwater cities can pump without sinking again

Cities recovering from land subsidence face a critical water-security dilemma: the groundwater they would need in an emergency—such as a prolonged drought—is exactly the water whose extraction once made the ground sink, and much of that deformation can never be undone. A study in npj Urban Sustainability addresses this problem in post-subsidence Tianjin by developing a hydro-geomechanical framework that defines subsidence-safe pumping limits.

The central insight is that the danger threshold is not a fixed water level but a mechanical one. The study maps the new pre-consolidation head, or NPCH, the geomechanical inelastic-elastic threshold. When pore pressure in the confined aquifer system falls below this boundary, the aquifer skeleton compresses inelastically, producing unrecoverable subsidence; above it, compression remains elastic.

To make the threshold usable across a whole city, the researchers quantified a regional-average intrinsic vertical hydraulic gradient, IVHG, in Tianjin’s confined aquifer system. Using it, they established an IVHG-governed continuous aquifer model that replaces the traditional layered model. With this model in place, the team mapped the NPCH across the region and derived from it the safe pumping buffer, SPB, which expresses how far the head can be drawn down before the inelastic threshold is crossed.

Because these thresholds vary from place to place, the point-based values were synthesized into ten management zones, each with a representative set of NPCH and SPB values. For each zone, the SPB is converted to a safe pumping volume, SPV, by multiplying the zone’s areal extent and the aquifer’s elastic storage coefficient, Ske.

Applied to Tianjin as a whole, the arithmetic gives a concrete figure. As of 2025, the city-scale safe pumping volume is about 0.16 cubic kilometres, based on a regional-average elastic storage coefficient of 2.5 × 10⁻³. The study projects this figure to about 0.3 cubic kilometres by 2028.

The significance of the framework lies in its transferability. The chain from IVHG to NPCH to SPB to SPV provides post-subsidence cities with an approach to convert recovering aquifers into strategically managed, subsidence-safe reserves for drought resilience. A city that has already suffered compaction does not have to choose between banning emergency pumping outright and risking renewed subsidence; it can instead quantify, zone by zone, where the recoverable reserve ends and the unrecoverable one begins.

For drought planning, the distinction matters because prolonged droughts are precisely the emergencies in which managers may be tempted to draw down confined aquifers. Land that has stopped sinking is not necessarily land that is safe to pump; the mechanical memory of past compaction persists in the pre-consolidation state of the aquifer system, and the NPCH makes that memory measurable. By turning it into mapped zones and volumetric budgets, the study offers post-subsidence cities a practical accounting tool for the next drought.
