More than 42,000 dogs are tormented in U.S. laboratories every year. Beagles, mainly. They’re experimenters’ favorite because they’re naturally docile.

They’re sliced open, inflicted with painful diseases, or force-fed harmful chemicals, among a laundry list of other horrors. They’re bred, sold, tortured nearly to death, and eventually killed. Then their organs are harvested.

Cats fare no better. Laboratories torment about 12,000 every year.

But no more, say U.S. Reps. Nick Langworthy (R-N.Y.-23) and Mark Pocan (D-Wis.-02).

The lawmakers introduced the Companion Animal Protection Against Cruel Testing (COMPACT) Act. This groundbreaking bill would end the funding for all experiments on dogs or cats currently being paid for by the Department of Health and Human Services (HHS). That means all federal grants, contracts, cooperative agreements, fellowships, training awards, or other funding mechanisms by the National Institutes of Health and other agencies would stop immediately.

The bill would also:

• Protect and rehome any animals currently used in federally funded biomedical testing. This throws open the cage doors for adoption into safe and loving homes.
• Hold laboratories accountable. The bill establishes strong compliance and oversight measures and gives law enforcement new tools to protect cats and dogs.
• Require transparency. It would mandate an annual HHS report on compliance and enforcement, including outcomes for dogs and cats formerly confined in laboratories, and an independent Government Accountability Office audit every three years.
