The reimagined organization of Firefighter LSIs offers a new framework to shape safety, health and leadership efforts and reduce LODDs

December 05, 2025 12:11 PM •

EMMITSBURG, Md. — A new report from the National Fallen Firefighters Foundation (NFFF) outlines a revamped framework for improving firefighter safety, health and leadership.

The Firefighter Life Safety Initiatives Matrix, released on Dec. 2, details the foundation’s updated approach to reduce preventable line-of-duty deaths and strengthen safety practices within the American fire service.

Developed with input from fire service leaders, researchers and Fire Hero Families, the report introduces a reimagined matrix built around four pillars and three perspectives, the NFFF said in a statement. The structure is designed to function as a flexible system that can adapt to new risks and cultural shifts. It builds on work from the 20th Anniversary Firefighter Life Safety Summit in 2024, where national experts and families of fallen firefighters gathered to advance firefighter safety.

The new Firefighter Life Safety Initiatives Matrix marks a key step forward in how the fire service approaches safety and leadership. The updated matrix offers:

  • A modernized structure to guide decision-making and cultural transformation
  • Flexibility to adapt as technologies, hazards and best practices evolve
  • A unified, shared language for safety across all levels of the fire service

The NFFF is encouraging firefighters, leaders, advocates and supporters to review the full report and learn more about the updated initiatives.
