On Saturday 20 December 2025, Manila’s main airport handled 171,306 passengers in a single day, according to its operator, New NAIA Infra Corp. That one number explains December here better than any weather chart. Half the country is going home, the other half is going to the beach, and everyone wants the same Christmas Eve flight.

The good news: December is also when the weather turns. The rains ease on the western side of the islands, the air cools, and the lanterns go up in every barangay. This guide covers the Philippines in December region by region: where it is dry and where it still pours, what is left of typhoon season, the festivals and holidays worth planning around, and where to go depending on what you want from the trip. Prices are in pesos with US dollars beside them, and there is a section for Filipinos flying home and for balikbayans bringing a foreign spouse.

Quick answer: what December is like

  • Season: PAGASA, the national weather bureau, counts December as the start of the dry season, and December to February as the “cool dry season”.
  • Driest: the western side of Luzon and the Visayas (Manila, Ilocos, La Union, Pampanga, Batangas, Iloilo) and, a little less reliably, most of Cebu, northern Bohol and the Boracay area.
  • Wettest: the Pacific-facing east coast, including Eastern Samar, Catanduanes, Sorsogon and Siargao, where rain peaks from November to January.
  • Typhoons: fewer than in the peak months, but not zero. PAGASA expected one or two tropical cyclones in December 2025, and December storms tend to track toward the Visayas and Mindanao.
  • Crowds and prices: the busiest stretch runs from about 20 December to the first week of January.
  • Entry: citizens of the US, UK, Canada, Australia and many other countries enter visa-free for 30 days. Everyone, Filipinos included, registers on eTravel within 72 hours before arrival.

Weather in the Philippines in December, region by region

The Philippines does not have one December. It has at least three, and which one you get depends on which side of the mountains you are on.

From November to February, the northeast monsoon, the amihan, blows in from the Pacific. It drops its rain on the east-facing coasts and leaves the west side dry and breezy. PAGASA recognises four climate types based on how rainfall is spread through the year. They map this out, and it is the most useful planning tool most travel guides never mention:

Area Climate type What December usually brings
Western Luzon: Ilocos, La Union, Pangasinan, Pampanga, Manila, Batangas; also Iloilo, Antique and western Negros Type I Dry season, November to April
Boracay’s province (Aklan), Capiz, Cebu (central and south), northern Bohol, Negros Oriental, eastern Palawan Type III Relatively dry, November to April
East coast: Catanduanes, Sorsogon, eastern Albay, Samar, eastern Leyte, Surigao del Norte (Siargao), Surigao del Sur Type II No dry season, heaviest rain November to January
Batanes, eastern Cagayan and Isabela, much of interior Mindanao Type IV Rain spread through the year

Source: climate types as listed in an FAO fisheries training manual for the Philippines; PAGASA recognises the same four types.

Temperatures drop too, though “cold” is relative. PAGASA puts the national mean at 25.5°C in January, the coolest month, against 28.3°C in May. Up in the Cordillera it is a different story: Baguio’s mean annual temperature is 18.3°C, and on Christmas morning 2022, PAGASA’s 8am bulletin had Baguio at 12.2°C. Bring a real jacket for the mountains, not just a hoodie.

Typhoons in December: fewer, not gone

December comes after PAGASA’s rainy season, which runs from June to November. That makes it calmer, not safe. In early December 2025, PAGASA said one to two tropical cyclones could form in or enter the Philippine Area of Responsibility that month, and noted that December storms commonly track toward the Visayas and Mindanao.

The reminder everyone in the south remembers is Typhoon Odette (international name Rai), which made landfall on Siargao at 1:30pm on 16 December 2021 and went on to hit Bohol and other parts of the Visayas. Nine days before Christmas, peak season, island destinations.

What this means for a trip:

  • Watch PAGASA’s tropical cyclone bulletins in the week before you fly, not the month before.
  • Boats stop first. When PAGASA raises even Signal No. 1, the Coast Guard can suspend sailing for every vessel in the area. In September 2025, the Coast Guard in Surigao del Norte suspended all sea trips to Siargao and Dinagat under Signal No. 1. Island-hopping, ferries and bangka transfers are the first things cancelled.
  • Build in one buffer day before any international flight home, especially if your last stop is on a small island.
  • Read the weather clause before you buy insurance. If you want cover for a trip cut short by a storm, check what a policy says about trip interruption first. See what SafetyWing’s Nomad Insurance covers before you lock in non-refundable bookings.

December festivals and holidays (2026 dates)

Christmas preparations here start as early as September, and December is the peak. These are the dates that change crowds, closures and prices:

Date What happens Where
Tue 8 Dec Feast of the Immaculate Conception, special non-working day Nationwide
Mid-December (2025 edition: Sat 13 Dec) Giant Lantern Festival (Ligligan Parul) City of San Fernando, Pampanga
16 to 24 Dec Simbang Gabi, nine dawn Masses before Christmas Every parish
Thu 24 Dec Christmas Eve, additional special non-working day, Noche Buena at midnight Nationwide
Fri 25 Dec Christmas Day, regular holiday; Metro Manila Film Festival opens Nationwide
Wed 30 Dec Rizal Day, regular holiday Nationwide
Thu 31 Dec Last day of the year, special non-working day; Media Noche at midnight Nationwide

Holiday dates per Proclamation No. 1006, as listed by the Inquirer.

Giant Lantern Festival. San Fernando calls itself the Christmas Capital of the Philippines, and this is why. Barangays compete with giant lanterns built by master lantern makers. The 2025 edition, the 117th, was held on 13 December at Robinsons Starmills, with ten barangays competing and the lanterns kept on display until 1 January. As of 25 October 2026, the 2026 date had not been announced, so watch the City of San Fernando’s announcements before you book a hotel around it.

Simbang Gabi. From 16 to 24 December, churches hold Mass before dawn, usually between 4am and 5:30am, and many parishes add “anticipated” evening Masses from 15 December for people who cannot do the early hour. You do not need to be Catholic to go. Arrive early, and look for bibingka and puto bumbong outside afterwards.

Metro Manila Film Festival. From Christmas Day into early January, cinemas show only the festival’s Filipino films, except in 3D and IMAX theatres. The 2026 edition has eight entries. If you were planning a rainy-day Hollywood movie in Manila over Christmas, this is why it is not showing.

Where to go in the Philippines in December

Pick by what you want, then check which climate column it sits in.

Beaches with the best odds: El Nido and northern Palawan

El Nido is the classic December pick, and the limestone islands of Bacuit Bay are as good as the photos. Be realistic about the sea, though. December sits inside the northeast monsoon, and local guides rate February and March as the calmest months, with tours running every day. In December most days still go out, but a windy day can cancel a boat. Book your island-hopping for early in your stay so a cancelled day can move. You can browse El Nido island-hopping tours on Klook and compare the A to D routes before you arrive.

Two things changed in 2026. Small turboprop flights to El Nido’s Lio Airport moved from Manila to Clark on 29 March 2026, so check which airport your ticket uses. And El Nido’s Eco-Tourism Development Fee is PHP 400 (about USD 6) per person, valid ten days.

Boracay, Cebu and Bohol: dry enough, busy for sure

The amihan hits Boracay’s east side, which is why kitesurfers gather at Bulabog Beach from about November to April. White Beach is on the opposite, western side. Most of Cebu and northern Bohol fall in the relatively dry Type III zone. All three are among the most booked places in the country over Christmas, so flights are the thing to lock in early. On 25 October 2026, the cheapest Manila to Caticlan fares on Trip.com for early December started at PHP 2,126 one way (about USD 33) on Philippines AirAsia.

Cool air and Christmas lights: Baguio and Pampanga

Baguio is where Manila goes to wear a jacket. Like everywhere else, it is busiest around Christmas and New Year, so go in the first half of December if you can. Pair it with Pampanga on the way up or down, timed to the Giant Lantern Festival.

Surf: La Union yes, Siargao with care

La Union’s north swell runs from November to March, which puts December right in surf season. Siargao has the bigger name, but it sits squarely in the wettest Type II zone in December and took the direct hit from Odette in 2021. Go if you are flexible, and keep a buffer day.

Better in March: Batanes

Batanes is on everyone’s list, and December is not its month. In December 2018, flights between Manila and Basco were cancelled after a gale warning and rough seas brought by the northeast monsoon. Save it for the dry months from March to May.

Spending December abroad instead?

If home is the Philippines and you are after snow or winter sun, see our list of the best places to visit in December in the US.

Getting there and entry rules

Visitors. Citizens of the US, UK, Canada, Australia and many other countries can enter visa-free for 30 days under the Philippines’ no-visa list (Executive Order 408), with a passport valid at least six months beyond the stay and a return or onward ticket, according to the Philippine Consulate General in Vancouver. Check your own nationality on that list.

eTravel, for everyone. All arriving passengers, foreigners and Filipinos, register on the free government site etravel.gov.ph within 72 hours before arrival. Registration on the official site is free, so a site asking for payment is not the official one.

Filipinos abroad and balikbayans. A former Filipino citizen gets an initial visa-free stay of one year under the balikbayan privilege, and a foreign spouse and children get the same when they enter together with them, as long as they are nationals of a no-visa country, as the Philippine Embassy in Rome explains. If you are flying home for Christmas, our balikbayan travel checklist covers the paperwork and the packing.

Flights. International arrivals land mostly at NAIA in Manila, Mactan-Cebu and Clark. For 20 December 2025 to 5 January 2026, NNIC expected about 2.55 million passengers through NAIA alone. If you are coming home for the holidays, our guide on when to book Christmas flights from the Philippines has the fare data.

Where to stay

In El Nido, most visitors base themselves in town or in Corong-Corong just south of it. Book well before December, because rooms over Christmas and New Year go early. Compare places to stay in El Nido.

In Baguio, a base within walking distance of Session Road and Burnham Park keeps you out of taxis during the holiday rush. See rooms in Baguio near the centre.

The map below shows live prices around El Nido, in pesos per night:

What December costs

December is peak season, so expect domestic flights and beach hotels to cost more than in the shoulder months, and the closer you get to Christmas, the worse it gets. A few real numbers to plan around (USD at PHP 63.64 to USD 1, derived from ECB reference rates on 23 October 2026):

Item PHP USD
Manila to Caticlan, cheapest early-December fare listed on 25 Oct 2026 2,126 one way about 33
El Nido Eco-Tourism Development Fee, per person, valid 10 days 400 about 6
El Nido island-hopping Tour A, joiner rate quoted in 2026 1,200 to 1,500 about 19 to 24

One more data point from that Caticlan search: on 25 October the route page listed no fares at all between 15 and 31 December, and only one (PHP 2,422 on 1 January) before 4 January. That stretch is where the bargains disappear. If your dates can slide to the first two weeks of December or after the first week of January, they should.

Practical tips for December trips

  • Expect closures around 25 December and New Year. Many businesses close on and around Christmas Day, so book restaurants and transfers ahead.
  • Leave early for NAIA after 20 December, when the holiday passenger peak starts.
  • Data on arrival: an eSIM saves you the airport SIM queue. Get a Philippines eSIM from Airalo before you fly.
  • Carry some pesos for small purchases, and use a card that converts at a fair rate for the rest. A multi-currency card lets you pay and withdraw in pesos without relying on your home bank’s conversion. Open a Wise account and card with our invite link.
  • Pack for two climates if you are doing beach and Baguio: swimwear and a jacket in the same bag.
  • Register eTravel last, inside the 72-hour window, then screenshot the QR code.

FAQ

Is December a good time to visit the Philippines?
Yes, for most of the country. The dry season starts, temperatures drop and the Christmas season is in full swing. The trade-off is peak prices and crowds from about 20 December to early January.

Which part of the Philippines is driest in December?
The western side: Manila, Ilocos, La Union, Pampanga, Batangas, Iloilo and western Negros. Most of Cebu, northern Bohol and Aklan (Boracay) are relatively dry. The east coast, including Siargao, Samar and Catanduanes, gets its heaviest rain from November to January.

Are there typhoons in December?
Fewer than in the peak months, but yes. PAGASA expected one to two in December 2025, and Typhoon Odette hit Siargao on 16 December 2021. Watch PAGASA bulletins and keep a buffer day.

When is the Giant Lantern Festival in 2026?
As of 25 October 2026, not yet announced. The 2025 edition was on 13 December at Robinsons Starmills in San Fernando, Pampanga, with the lanterns shown until 1 January.

Do I need a visa for the Philippines in December?
Not if your country is on the no-visa list, which includes the US, UK, Canada and Australia: you get 30 days. All arriving passengers must register on etravel.gov.ph within 72 hours before arrival.

Plan it, then book early

December rewards people who booked early and punishes people who book on the 18th. Decide what you want first. Dry beaches mean the west side or Palawan. Cold air and lights mean Baguio and Pampanga. Christmas with family means planning around the 24th and 31st, when the country stops. Then lock in the flight before anything else, keep one buffer day for the weather, and leave room for at least one dawn Mass and a plate of bibingka. Maligayang Pasko.
