More categories of offenders are to be blocked from the government's early release scheme following a backlash over the plan, which aims to free up space in prisons. Anyone convicted of historic grooming offences, all forms of manslaughter, death by dangerous driving, and causing or allowing the death of a child will now be ineligible, Prime Minister Andy Burnham has announced. The changes mean that two of the killers of PC Andrew Harper will now stay in prison when the scheme comes into effect in October.
